Is it possible to upload perl and cgi scripts in asccii as apposed to binary? Also is it possible to change the permissions of a file using fetch.

Yes, you can upload those files in Text format (which is the same as ASCII), and in fact Fetch will do that automatically if the files have the type code of "TEXT".

You can use the Set Permission... command in the Remote menu of Fetch to change file permissions.
