  Is there a command in Fetch that would prevent me from uploading a file(picture)that has already been uploaded previously ? e.g. I use PhotoMechanic and It has a command that allow's only "new" pictures to be uploaded to a gallery.

  Yes, you can use the Mirror command in the Remote menu to only transfer files that are new or have been changed. For more information see:
