It looks like the server is behind a firewall that blocks passive mode (PASV). Could you post a transcript after unchecking "Use passive mode transfers (PASV)" in the Firewall section of Fetch Preferences and trying to connect again? I'll try to figure out what is stopping non-PASV mode from working.

Here's the problem. I have checked and unchecked the box for Use Passive Mode Transfers. This is the transcript I keep getting:
