I would recommend uploading in Raw Data format; that way Fetch will not make any changes to the information, and those character codes will be preserved.

I am having no success uploading russian. I also seem to have veried success using keystroke latin characters rather than numeric character references.
Right now i am most concerned about uploading russian: zip, tar, or regular.
