Continually getting user/pass errors when logging on. Go to Customize, select Preferences, UNCHECK "Use internet config", go to 4th tab (Firewall), CHECK "PASV" and be sure your host you are trying to reach is typed in the "Proxy Host" box. I find I must delete the port setting in the same screen each time I start fetch. I don't know why, but it works.

I'm glad you've found a configuration that works for you. I am surprised that you have to change the proxy server port setting everytime you run Fetch; Fetch would only get that setting from the system if you had "Use Internet Config" checked.
