    I am a new user. Have sent 20 Quark files and file names are changed and show misc % symbols within file names. Files can't be downloaded at receiver's end. Are Quark files not able to be transferred via Fetch, or am I doing something wrong.

    You'll see % symbols if "Encode file and folder names" is checked in the Upload section of Preferences, and there are special characters in the file name that need to be encoded. So you can work around that issue either by changing that setting or by renaming the file to not include special characters.

    As for why the files can't be downloaded at the receiving end, I'd need more information to hazard a guess as to what's going on. What program is the receiver using to download the file? What format do you use when you upload the files with Fetch (you want to use Raw Data or possibly MacBinary III if the receiver is using Fetch). There's nothing special about Quark files, so it should be possible to transfer them with Fetch.
