Hi,
I agree this sounds like a server setup problem, and unfortunately, we are not familiar with the setup with Windows FTP servers so we don't have any specific advice to offer.
However, my best guess is that the server is configured so that by default, anonymous users have read-only access to the server, and thus are not allowed to make any changes, such as moving or deleting files. You might want to look into how you set or change permissions for anonymous users.
(But you should consider that if you do that, anyone who knows the server's address will be able to connect and make changes to files, since you are not requiring usernames or passwords.)

I just set up an FTP on our Windows Server 2003. Allowing anonymous connections. Seems to be set up correctly. From Fetch on my Mac, I can connect, but when I try to move a file, I get an "Access Denied" error, "because the FTP server encountered an error accessing a file or a folder." I've used both passive and active connections. I assume this is an issue on the server, but just wondering if you can offer any insights. I have Fetch 5.2.1 and Mac OSX 10.4.11.
