Does it work if you uncheck "Use passive mode transfers (PASV)" and disable the OS X firewall?

I recently installed a new xserve for our network and everythings going fine. However, using Fetch I'm unable to get the file list from any ftp site. I have the latest version and have tried the switching the User passive modes on and off. Her is the transcript that I get:

Is this a firewall issue on my end? I've enabled the firewall FTP ports but am still unsuccessful. Please help!
