The most common cause for this sort of problem is bugs in the modem (or cable modem, or dsl modem) that keep you from sending lots of information. You can test that theory by trying to upload the same file to the incoming directory on ftp.fetchsoftworks.com (leave the User ID and Password fields blank when you connect, and ignore the "Permission denied" message in the file list when you enter the incoming directory).
If that works then the problem isn't in your modem.

I am using 4.0.3. I can see the FTP site and download from it but when I try to upload a stuffed file (from Mac OS X) the dog just runs and runs but nothing is transferred.
