If the server has a firewall you will need to uncheck "Use passive mode transfers (PASV)" in the Firewall section of Fetch Preferences. And you will need to turn off any firewall on the client (Mac) side.
If that does not work could you post the contents of the Fetch Transcript window after you try to connect? Also, it would be useful to know if IE is connecting with FTP or HTTP.

I am supporting an ftp site on a dual homed Win2K3 server. RRAS provides firewall function on the public NIC, with the ftp service enabled. The problem is that Fetch can connect to the private NIC but not the public, while IE can connect to both. I would appreciate any ideas because right now no one can connect from the outside.
