I would suggest showing this transcript to the server administrator, so they can report the problem to the vendors of the FTP server (Webstar).
You could try to work around the problem by unchecking the "Use passive mode transfers (PASV)" box in the Firewall section of Preferences.

I'm attempting to connect to my FTP Server from outside the firewall but I keep getting an error stating "the file transfer server has shut down" after my login and password are accepted.
Here's the transcript:
