My guess is that there's a problem with your Internet Config preferences, which both Fetch and IE use. What happens if you delete or rename the com.apple.internetconfig.plist file in the Preferences folder of the Library folder of your home directory?

Jim,
I've got two com.apple.internetconfig.plist files. One at 4KB created 5/22/03, the other is 292KB created 1/10/04

The 5/22/03 is probably when I first installed a newer IE. Funny, that one is the smaller file.

Success, I deleted the larger one and both IE and Fetch work again.

When launching Fetch 4.0.3 I get an error message as follows;
The application Fetch has unexpectedly quit. The system and other applications have not been affected.
Curiously, I get the same error message conerning Internet Explorer when trying to launch Internet Explorer. Haven't been able to figure that one out either. Netscape and Safari work fine.
I am using OS 10.2.8
Any ideas,
