Hi,
This is actually a problem with the server you are uploading to, not Fetch.
Many FTP servers do not accept files whose names have quotes, periods, spaces, or accented characters in them, because their operating systems do not understand files whose names have anything other than letters or numbers in them. So when you Fetch tries to upload a file with quotes or other punctuation to the server, the server gives an error, and Fetch passes that back to you.
In general, for files you are uploading to servers, it is best to stick to using just unaccented letters, numbers, hyphens, or underscores in the file names.

When I was uploading JPEG image files which had file names in quotes such as "Dog", Fetch would not complete the task and error message appeared. When I removed the quotation marks ("") from the name, upload proceeded. What is the problem with quote marks? Will any other marks give me trouble?
