Fetch alone would not let him change the HTML; he would also need a text or HTML editor. Fetch works very nicely in conjunction with BBEdit (and BBEdit Lite, a free version), but you can also use Fetch to download HTML files, edit them with any editor, and upload the changed versions.

I am uploading files for a website on Fetch for a client. The client wants to be able to access and change these html files from his computer at home with Fetch. My client is unable to get into the html and make changes as needed. Is this something that is done with Fetch or does he have to have a web building program on his computer? Thanks
