That is strange, because I'd expect Fetch to do the same thing in each case. Do you have a suffix mapping that identifies .css files as text? Could you post the contents of the Fetch Transcript window after getting a .css file, and then dragging one between servers?

Yes, I do have mapping for .css files as text. Below is the transcript window, I ran it twice, first was drag-and-drop, second was using the 'put' button (same file both times)

That's a bug. I'll see about fixing it in our next release. It shouldn't cause a problem if both servers are of the same sort (e.g. both UNIX or both Windows), but it could be a problem if they were different.

Fetch SoftworksBoth were from the same server. I own and host both domains from the same isp.

When I get or put .css files fetch recognizes them as text, no problem. But, when I drag and drop from one fetch window to another it treats them as binary (fetch 4.0.3 OS X.2)
I copy using this method frequently because I master more than one site, and it makes applying updates easier than doing a download then an upload.
