  I'd like to post some mp3s (from my ftp site) to a public forum. Is there a way to provide a link to the file?

  That depends on whether your FTP site makes files available on the web. I'd ask the company that runs the server whether that's the case, and if so what HTTP URL you'd use to refer to your files.
