Thanks for the feedback and suggestions.
You can preserve the resource forks of files (even the ones normally regarded by Fetch as insignificant) by forcing Fetch to use BinHex, MacBinary, or StuffIt X format when uploading, but I realize that may not be quite what you're looking for.
To do this, after you make a connection, choose the desired format from the Format submenu of the Remote menu. Then transfer your files.

It would be nice to an option to transmit resource forks in AppleDouble format (as a file named ._filename). This is useful if transmitting to a unix server since Mac OS X will interpret those correctly as resources if they are accessed using SMB or NFS.
Of course, it should also "automatically" detect "._" on the remote server and recombine them on the Mac on download.
I like that fetch can ignore insignificant resource forks, although, it would be nice if there was a way to customize that behavior too. Something like, "Do the usually check for resource significance, but always transmit .psd file with the resource fork".
