When Fetch (or any FTP client) uses passive mode it's the server that picks the port to be used, and there isn't any way from the client side to restrict the range of ports that might be used.
When passive mode is not being used it's Fetch that picks the port that the server will connect back to. There currently isn't a way to set the range of ports to be used.

I can't find where to set the passive mode range manually. (4.0.3) It works in and around the 1024 range but when I set my router to a much higher number passive mode no longer lets me in.
