I am trying to simply transfer files to another computer (one PC and one mac) and want to simply connect to that computer and use fetch to place the files there...is there a way to configure a computer so i can direcly connect to it, or possibly type in an ip for that computer. any help is much appreciated.

Yes, you can use Fetch to put files on a PC as long as the two machines are networked to each other and the PC is running FTP server software (such as WFTPD, from http://www.wftpd.com ). Each computer will need an IP address, such as 192.168.0.1 and 192.168.0.2, and you'd type the PC's IP address into Fetch's Host field.
