I cannot get (any Mac's) using FETCH to connect to FTP Servers via the internet. I get the error:

Server Response: Can not open data connection

The 2 sites I use are both behind firewalls, one is a Microsoft FTP Server and one is a Ipswitch WSFTP Server 4.0

Windows Machines connect without a problem so I know the FTP servers are working correctly.

Have you tried switching the "Use passive mode transfers (PASV)" checkbox in the Firewall section of Preferences? If the servers are behind firewalls you probably want to have that box unchecked. And you won't want to have a firewall running on your Mac (such as the OS X firewall in the Sharing pane of System Preferences).

    Thanks,
