How do I import Fetch shortcuts to my new PC?

If you open the Fetch Shortcuts window (choose "Fetch Shortcuts" from the Window menu), choose Select All and Copy from the Edit menu, and then switch to a text editor or word processor and chooes Paste from the Edit menu you will get the URLs for all your shortcuts (but without passwords). Your PC FTP program may be able to import those URLs; you'd have to ask the vendor for details.

How do I get the passwords?

There isn't a supported way to export shortcuts with passwords (the idea is to protect your passwords if the shortcuts file fell into the wrong hands).
