    I am using Mac OS 9.2.1 and used both fetch 4 and 3.

    Could you post the contents of the Fetch Transcript window after you see the problem? Choose "Fetch Transcript" from the Window menu to reveal it.

    You might ask the server administrator whether other users are able to upload files. From the transcript it looks like Fetch can set up data connections (e.g. to get the file list) except when you're uploading a file. That suggests some sort of restriction on the server.
