  Before I purchase a second version, does the software download as a stand-alone program that I can transfer to him? Or is it tied to my account and usable only on my computers?

  It is a stand-alone program, not tied to your computer. You will receive a new serial number, which the user will enter when he opens Fetch on his machine.
