To transfer Japanese text files you will want to be sure to turn off the Translate ISO Characters option in the Misc. section of Preferences.
If that does not work it would help to know more about the encoding used in the files, and how they are being viewed on the web.

Can I use Fetch 4.0.3 for OSX to tranfer files containing Japanese language?
I'm trying to tranfer text files, but Japanese is not encoded in ascii and none of my Japanese text is legible from the web.
