  If I want to upload 2-4 files at a time, will Fetch share my available bandwidth between the uploads, or will the first upload get all the available bandwidth?

  If you tell Fetch to upload multiple files, Fetch will upload them in order, so only one will be uploading at a time. If you want to have multiple uploads happening simultaneously you would need to open multiple windows and start uploads in each.
