You should check the "Use passive mode transfers (PASV)" box in the Firewall section of Preferences -- that usually does the trick.

Figured it out. My DSL connection comes with a Firewall, and I hadn't set it up to allow access from the site. When I was trouble shooting it, I thought I had turned the Firewall off, but it must not have been.
Like most computer problems, it was something simple that managed to waste a lot of time to find.

I'm trying to up load files to my site, and I keep getting this error. Something is sending a PORT command that the site doesn't like. Here is the FTP log:
SYST
215 UNIX Type: L8
PWD
257 "/" is current directory.
PWD
257 "/" is current directory.
PORT 216,249,94,6,124,214
200 PORT command successful.
LIST
425 Can't build data connection: Connection refused
ftp_list: -30000
NOOP
Any insight will be helpful.
