The problem might be that the server does not support the MDTM (modification date and time) command. When a server does not support MDTM Fetch 4.0.1 uploads all the files. The next release of Fetch will use dates from the file list instead; those aren't as exact (they don't specify the time zone, so they can be off by 23 hours), but they will let you avoid re-uploading everything.

Do you mean "instead", or will it be a preference users can set?
I use WebSTAR's built-in FTP server, and I already know it doesn't support MDTM, so I'm wondering if I should start looking for a different FTP server or if MDTM simply won't be used at all. I know from my experience with GoLive's FTP incremental upload/download that the other method isn't as accurate, but I too am having to upload everything each time I mirror.

Fetch will use MDTM when it is available, and fall back on using file list dates when it isn't. I believe that Webstar does not support MDTM.

I am new to Fetch and I want to mirror two folders, but every time I start my 'mirror' document, he starts uploading everything again.
