    Is it possible to move folders using Fetch from one directory to another on the same site without a complete reload?

    Yes. For example, if you have "folderA" and "folderB" in the Fetch file list, you can drag folderA onto folderB to move folderA into folderB. To move a folder up a level (i.e. into the parent folder of the currently displayed folder, drag it to the Parent toolbar item in Fetch 5 (you have to use the Customize Toolbar command in the View menu to add the Parent command to the toolbar). In Fetch 4 you would drag to the little open-folder icon above the left edge of the file list.

    To move an item to a totally different location it's easiest to open two transfer windows. In Fetch 5, Command-double-click a folder to open it in a new window. In Fetch 4 (or 5), Control-Click in the transfer window and choose "Clone Window" from the contextual pop-up menu that appears. Then you can navigate the new window to the folder you want to move items to, and move them by dragging between the windows.
