There isn't a simple answer to that question. By default FTP passwords are not encrypted. Fetch supports some standards -- S/Key, OTP, and Kerberos -- that provide for the encryption of passwords, but those standards are not widely supported on the server side.
You might start by finding out what, if any, security standards are supported by the FTP server you want to work with.

I was wondering if its possible for fetch to work using usernames and passwords that are encrypted during transmission?
