    when i set file permissions to read write and execute
    for everyone a opo up window comes up that says

    " Server response: 'SITE UMASK' NOT UNDERSTOOD.

    I do not understand what this means. When I look at the file permissions again it as if I changed nothing at all. The software is not recording my preferences

    Your server does not understand the "SITE UMASK" command, which is what Fetch uses to set upload permissions (i.e. set permissions for files yet to be uploaded). I would recommend using the Set Permissions... command in the remote menu after uploading the files. Does that work?

    Can i set permissions on a local file, then upload it?

    If so, what path do put in the host field?

    No, setting permissions on the file before uploading won't have any effect on the permissions it will have after uploading. You have to manually set the permissions after uploading.
