Fetch considers data to have been sent once it's been handed to the networking software on your Mac. But that software has space to buffer a certain amount of data, so upload rates are overstated at the beginning of the transfer, until the buffer has been filled; after that the displayed rate should come down to what can actually be sustained.

When I put a file, the transfer time left shown in the transfer window status pane gives times of 1 or two seconds left for the entire 10 econd upload.
