    I was wondering where the bark sound is in OS X?

    It's stored inside the Fetch application binary.

    ...and how do we get the Bark to actually bark?

    If you set the notification option (in the General section of Preferences) to Bark it should bark whenever an operation (e.g. an upload) finishes while Fetch is not the front application.
