If you download the file with Fetch immediately after uploading does it expand successfully?

No, that was my point. It tries, gets to what appears to be the end of the extraction then fails with the above message.

In the end, I sent the zip file by WeTransfer and this could expand (extract) no problem. However I would rather not do that, and use Fetch as before.

If you upload the .zip file with Fetch, and then download it with Fetch, are the sizes of the original and downloaded files the same?

Yes.
In finder the original zip is 225.4MB
In Fetch after uploading it is the same.
When downloaded FireFox indicates it is 215MB however in Finder it shows the same as the original file 225.4MBI just tried again to download and this time IT DID unarchive. Why the last few tries didn't work I do not know.
I will try to run the files on a Windows PC and get back to you with the results tomorrow.

I have created a zip file using OSX 10.6.8 Finder (Compress) of an EXE file (created with Wings Platinum on Bootcamp).
I have done this many times before without problems.
The zip file will extract correctly locally.
I have uploaded it to my web server (the same I have used many times before) using RAW Binary. This is so clients can download directly using a link I place in an email.
To test it I download it (in this case with Firefox) and try to extract it but no joy, I get the error message:
Unable to unarchive "Archive.zip" into "Desktop". (Error 1 - Operation not permitted.)
The size of the files before compression are 2.38 GB and after 225Mb. There is sufficient hard disk space.
My client has the same problem when downloading to his Windows pc.
Any ideas anyone?
